Managing UK customs formalities with the GVMS
To meet the new post-Brexit customs requirements, the United Kingdom introduced the Goods Vehicle Movement Service (GVMS) on January 1st, 2021. This centralised digital system automates transit declarations for all goods moving between the EU and the UK, providing an efficient management tool for economic operators. It helps accelerate the movement of goods across the Channel and makes cross-border trade more fluid.
The GVMS is now essential for all customs formalities in the UK. It automatically generates a Goods Movement Reference (GMR), a mandatory reference number that allows goods to cross the border without hindrance. The GMR integrates all necessary information, from import to export declarations, thereby optimising customs controls.

The imported goods moving between the EU and the UK must comply with the Rules of Origin (RoO). To benefit from this preferential regime, a proof of origin, a declaration of origin, and registrations that comply with the requirements of the « Importers knowledge » regulation are required by customs authorities.
Additional post-Brexit customs requirements
This year, new customs procedures were implemented and announced in the Border Target Operating Model (BTOM) for products of animal origin (POAO) and plant-based products.
Since April 30, 2024, the following are also required:
- A health certificate for imports of POAOs, plant products, plants and high-risk food (and animal feed) of non-animal origin
- Documentary and physical checks of POAOs, plant products, high-risk non-animal food (and animal feed) at border control posts
- Safety and security declarations (ENS) for all imports to the UK
